Lewisham Selective Licensing Consultation 2021

About: Lewisham Council has launched a consultation on plans to implement a selective licensing scheme covering all privately rented properties occupied by a single household or two unrelated individuals in certain parts of the borough.

In the London Borough of Lewisham, Houses in Multiple Occupation (HMOs) already need to be licensed under separate mandatory HMO and additional licensing schemes, with a new additional licensing scheme coming into force in April 2022. This proposal would extend licensing to all private rented properties in the designated areas.

Whilst the council consulted on plans for selective licensing in 2019, the plans were halted by the Covid-19 pandemic. Having reviewed housing conditions post lockdown, the council has fundamentally reviewed how best to operate a selective licensing scheme and are consulting on amended proposals. 

The council wants to hear from landlords, tenants and residents who live, work or have a connection to the areas under consideration.

The proposals

Lewisham Council is proposing three selective licensing designations that would cover 16 wards within the borough and run for a period of 5 years. All properties in the area that are privately rented to single households (or two sharers) will need to have a licence to be legally let.

Designation One would cover Brockley, Lewisham Central, New Cross, Rushey Green, Catford South and Perry Vale wards (focused on reducing anti-social behaviour and improving housing conditions).

Designation Two would cover Evelyn, Ladywell, Lee Green, Sydenham and Crofton Park wards (focused on improving housing conditions).

Designation Three would cover Bellingham, Downham, Forest Hill, Grove Park and Whitefoot wards (focused on raising the living conditions of the most deprived).
