About: Brent Council has launched a consultation on plans to renew their additional licensing scheme.

In Brent, Houses in Multiple Occupation (HMOs) need to be licensed if they are occupied by five or more people and fall within the mandatory HMO licensing scheme. 

All other HMOs required licensing under the council’s additional licensing scheme that applied borough wide. That scheme ended on 31 January 2025.

There are also two selective licensing schemes that cover most of the borough. These schemes extend licensing to properties occupied by a single household or two unrelated sharers.

The council are consulting on a proposed new additional licensing scheme, as summarised below.

Before making a decision, the council wants to hear from tenants, landlords, managing agents, residents, business owners, community organisations and anyone else who may be affected by the proposed schemes.

Proposed additional licensing scheme 

Brent Council are proposing a new borough wide additional licensing scheme to replace the previous additional licensing scheme that ended on 31 January 2025. 

The scheme would extend licensing to all HMOs that fall outside the remit of mandatory HMO licensing. This will include HMOs occupied by three or four people and multi-occupied flats in purpose built blocks of flats where the block comprises three or more flats. 

The council are proposing to include section 257 HMOs within the scheme. These are properties that have been converted into flats where less than two thirds of the flats are owner occupied and the conversion into flats does not comply with the relevant building regulations.

Public meetings

Brent Council is holding online public meetings to discuss the proposals on Wednesday 30 April and Wednesday 21 May 2025.
