Ealing Council landlord licensing consultation 2021

About: Ealing Council have launched a public consultation on plans to implement new additional and selective property licensing schemes to make private renting in the borough safer and better. 

The council's current additional and selective licensing schemes end on 31 December 2021. 

The two proposed replacement licensing schemes are summarised below:

Proposed additional licensing scheme

A new five-year licensing scheme would apply to all Houses in Multiple Occupation (HMOs) that are not already licensable under the mandatory HMO licensing scheme. It would include smaller rental properties occupied by three or more unrelated people, forming two or more households who share amenities such as a kitchen or bathroom. The scheme would also include certain converted blocks of flats known as section 257 HMOs.

Proposed selective licensing scheme

A new five-year licensing scheme, to be implemented in two phases. This scheme would apply to all private rented properties not already licensable under the mandatory HMO or additional licensing schemes.

Phase 1

Phase 1 would be a licensing scheme for all private rented properties in the council wards of East Acton, Southall Broadway and Southall Green. The intention would be to implement this scheme in early 2022.

Phase 2

Phase 2 would be a licensing scheme for all private rented properties in the council wards of Acton Central, Dormers Wells, Greenford Broadway, Greenford Green, Hanger Hill, Hobbayne, Lady Margaret, North Greenford, Northolt Mandeville, Northolt West End, Perivale and South Acton.

Once the consultation has ended, responses will be analysed and a report taken to Cabinet in Autumn 2021 setting out recommendations about implementing either or both licensing schemes.

Ealing Council are also running virtual public meetings from landlords, letting / managing agents, tenants and residents. The meetings will take place from 7–8.30pm on the following dates:

  • Wednesday, 9 June for tenants living in private rented properties.
  • Wednesday, 16 June for landlords and managing and letting agents renting out private rented properties.
  • Wednesday, 23 June for all other residents living in the borough and local businesses.
