Enfield Selective Licensing Consultation – 6 October to 28 December 2025

About: Enfield Council has launched a consultation on plans for a new and extended selective licensing scheme.

In Enfield, Houses in Multiple Occupation (HMOs) already need to be licensed if they are occupied by five or more people and fall within the mandatory HMO licensing scheme. All other HMOs need to by licensed under the council’s additional licensing scheme that applies borough wide.

The council also has a selective licensing scheme that started on 1 September 2021 and expires in August 2026. This licensing scheme covers 14 council wards and includes all private rented properties occupied by a single household or two unrelated sharers in those areas.

The council are consulting on plans to introduce a new selective licensing scheme to start in September 2026. This will last for up to five years, and cover 17 wards in the borough that meet the required criteria and would benefit from having a selective licensing scheme in place.

Before making a decision, the council wants to hear from tenants, landlords, managing agents, residents, business owners, community organisations and anyone else who may be affected by the proposed scheme.

Proposed selective licensing scheme 

Enfield Council are proposing a selective licensing scheme which would extend licensing to all private rented accommodation occupied by a single household or two unrelated sharers in seventeen council wards. 

The selective licensing scheme would be split into two designations:

The first designation would cover the council wards of Bowes, Brimsdown, Bullsmoor, Carterhatch, Edmonton Green, Enfield Lock, Haselbury, Jubilee, Lower Edmonton, Ponders End, Southbury, Upper Edmonton and Whitewebbs. This scheme would be designed to tackle poor housing conditions and anti-social behaviour. 

The second designation would cover the council wards of New Southgate, Palmers Green, Southgate and Town. This scheme would be designed to tackle poor housing conditions. 

The intention is that both designations would start on the same day and run for a period of five years.

Public meetings

Enfield Council are holding three online consultation meetings to go through the proposal and collect views on the existing and proposed scheme. These meetings will take place on:

  • 5 November: 5pm to 6.30pm
  • 13 November: 6pm to 7.30pm
  • 19 November: 4pm to 5.30pm
