Our objective is to cut through the jargon and provide you with simple, impartial and expert advice on property licensing and the regulation of the private rented sector.

But why trust us? Well, the London Property Licensing website was established in April 2015 by Richard Tacagni MCIEH CEnvH, a Chartered Environmental Health Practitioner with over 25 years experience. He has worked at Leicester City Council, Bristol City Council, Lewisham Council, LACORS, Newham Council and Redbridge Council.

At LACORS (Local Authorities Coordinators of Regulatory Services) he spent four years (2006 to 2010) as head of the housing team, helping councils across England to implement the Housing Act 2004 in a project funded by central government. During that time, he developed a good working relationship with landlord, tenant and letting agent associations and helped encourage consistency in how the Housing Act 2004 was being applied. 

More recently (2012 to 2014) he was Head of Private Sector Housing at Redbridge Council where he delivered hard-hitting and high profile housing enforcement action against rogue landlords whilst supporting best practice through initiates such as the London Landlord Accreditation Scheme.

Not many people possess the same level of knowledge and expertise when it comes to property licensing and the regulation of the private rented sector.

Funny you should mention that! We were awarded ‘Best Service Provider in the Private Rented Sector 2016’ by the UK Landlord Accreditation Partnership, we were finalists in the FSB London Business Awards 2017 and we were awarded Best Landlord Service Provider 2019 by LLAS & ATLAS.

Our website and consultancy support service have gone from strength to strength. By June 2019, our website had received over 775,000 page views.

Why is the service needed?

There are a myriad of property licensing schemes operating across London, each with different terms and conditions, which can be very confusing. With more licensing schemes under development and new regulations often being introduced, we understand the difficulties landlords and agents experience in keeping up to date. Failing to spot the need for a property licence can leave the landlord and letting agent facing prosecution and a hefty fine. That’s why we are here to help.

Who is the service aimed at?
    
The service is aimed at everyone involved in the operation of the private rented sector – landlords, letting agents, property investors, trade associations, buy-to-let mortgage lenders, insurance companies, solicitors, accountants, etc.

Are we trying to compete with landlord associations? Absolutely not! They provide an extremely important service and we would encourage all landlords to join. You could try the National Landlords AssociationResidential Landlords AssociationiHowz or the Guild of Residential Landlords to name but a few. Our role is to offer more bespoke support and advice on the regulation of private rented homes.

What about tenants?

Unfortunately, we don’t have the capacity to offer advice and support to tenants, although the information on this website is freely available to everyone.

Our ethos is that everyone should have access to safe, warm, decent and well managed accommodation. We want to encourage councils to take tough enforcement action where it is needed, whilst minimising the bureaucracy for landlords who take their responsibilities seriously and try to comply with the law.

We would encourage tenants needing support to contact their local council or speak to one of the expert advisors at Shelter or Citizens Advice. You might also want to visit the Renters Rights London website.
