New Hounslow property licensing scheme starting soon

An additional landlord licensing scheme that had been operating in Hounslow for five years ended on 31 July 2025. 

In advance of the additional licensing scheme ending, Hounslow Council consulted on plans to renew the scheme from 12 March to 21 May 2025. 

With time needed to review the consultation results, there has been no additional licensing scheme operating in Hounslow since 1 August 2025.

London Property Licensing has discovered the licensing consultation results were presented at a Cabinet meeting on 2 September 2025. The Cabinet were informed there had been 71 responses to the consultation plus written submissions from the National Residential Landlord Association and safeagent.

Licensing verdict a score draw 

Having analysed the consultation feedback, council officers determined a score draw – 47.9% of respondents supported renewal of the additional licensing scheme for five years whilst 47.9% were opposed. The remaining 4.2% were unsure.

Despite this, and having considered all the issues, the Cabinet decided to renew the additional licensing scheme for a further five years. The scheme will extend licensing to the vast majority of Houses in Multiple Occupation throughout the borough. 

The HMO licence application fee will be £1,550, plus an extra £25 for each household living in the property. Accredited landlords and accredited managing agents will be eligible for a fee discount.

Time to prepare

The additional licensing scheme designation was made by Hounslow Council on 11 September 2025 and the new scheme will come into force on 11 December 2025.

London Property Licensing is urging all landlords and agents to submit HMO licence applications before 11 December 2025 to ensure compliance with the new scheme.
